Federal Advocacy Week

Thank you to all of the community development leaders, Congressional staffers, and members of the Biden administration who participated in Federal Advocacy Week. 

View the Policy Priorities & Recommendations document that we shared during the meetings. It provides specific policy requests about the following priorities:

  • Housing as Infrastructure — Affordable housing must be part of any infrastructure package. Smaller community-based organizations can play a critical role in ensuring dollars are invested equitably. The document provides specific recommendations for reauthorizing and improving the HOME Investment and Partnerships Program and reauthorizing the Neighborhood Stabilization Program.

  • Strengthen Small Businesses in Underserved Communities — To mitigate further financial losses and better reach underserved small businesses and entrepreneurs of color, federal policymakers must improve data collection, improve grant programs for underserved markets, strengthen CDFIs, and codify the Community Advantage Pilot Program.

  • Modernize the Community Reinvestment Act — Our recommendations would expand CRA regulation beyond banks, keep institutions accountable to communities, include race in data and exam results, ensure that community-based and capacity-building organizations are eligible investments, discourage Fair Lending violations, and encourage smaller loans, especially for minority businesses.

  • Pass the Federal Home Loan Banks Mission Implementation Act — The FHLB Mission Implementation Act (S.1684 ) would strengthen the ability of the FHLB system to provide critical financing to address the economic crisis caused by the pandemic and meet the housing, community economic development, and capacity needs of low-income communities of color.

Together, we are working to ensure that the communities we serve are at the table and that their needs are prioritized.

Who is the People & Places Collaboration? 
A coalition of networks that connect 348 member organizations — including local community-based organizations plus state and regional community development associations — working in service of thousands of communities across the U.S.

Why does it exist? 
We are committed to combating structural racism and economic disparity through policy strategy and advocacy. We exist to create the conditions for residents to determine and control the future of their neighborhoods and get what they need to ensure their long-term stability, health and wealth.  When all people & places thrive, our nation thrives.

What does it do? 
In solidarity, we advance policies, investments, and protections that prioritize the well-being of African American, Latino, Asian American, Pacific Islander and Indigenous people, and other low-and-moderate-income communities.
