$320+ Billion in Housing Investments Advances with Notable Disappointment
The House Financial Services Committee approved over $320 billion in housing and community development investments on Tuesday as part of the budget reconciliation process. The investment represents truly historic funding levels, though the House version advanced this week contains a notable disappointment. Tuesday’s version eliminated a set-aside in the HOME Program (referred to as CHDO) that would have made accessing HOME dollars easier for communities of color and for smaller community-based organizations serving the hardest to reach people and places. NACEDA is hoping the House reconsiders. We will work with allies in the Senate to have the set-aside reinserted.

The updated bill now includes:
  • $34.77 billion for the HOME Investment Partnerships Program;
  • $5.7 billion for the Community Restoration and Revitalization Fund in competitive grants;
  • $4.26 billion in competitive grants under the Unlocking Possibilities Program to eliminate exclusionary zoning and land use policies;
  • $6.6 billion for the Community Development Block Grant program.
The Neighborhood Homes Investment Act is also progressing through the budget reconciliation process. The bill would create a new federal tax credit to support the construction and rehabilitation of single-family, owner-occupied homes in distressed communities. Learn more
