House Approved $339 Billion in Housing & Community Development Investments
The House approved a budget resolution on August 24, setting the stage for a $3.5 trillion infrastructure and economic recovery package. The House budget resolution includes $339 billion in investments in community development and affordable housing. A May 26 White House fact sheet on the American Jobs Plan details the goals for that funding. They include:

  • $35 billion for the HOME program, an historic level of flexible investment addressing local housing and homeownership needs;
  • $20 billion for a new federal tax credit, based on the Neighborhood Homes Investment Act (H.R. 2143/S. 98), to support new construction or substantial rehabilitation of single-family owner-occupied homes in distressed communities;
  • $10 billion for a newly proposed Community Revitalization Fund to support community-led redevelopment investments to restore vacant buildings for social services and community entrepreneurs, provide shared amenities, upgrade access to natural areas, remove toxic waste, build new parks, greenways and community parks;
  • $5 billion for an incentive program to encourage the removal of exclusionary zoning and harmful land use policies;
  • $2 billion for a new Community Development Block Grant program for resiliency investments in low- and moderate-income communities vulnerable to climate change.

NACEDA enthusiastically endorses these investments and continues to push for set-asides and other preferences for community-based organizations. Their targeted inclusion helps ensure these resources are deployed equitably to the hardest-to-reach people and places. 

Biden Administration Addresses Slow ERA Spending
The Treasury Secretary, Attorney General, and HUD Secretary sent an August 26 letter to governors, mayors and state courts urging use of Emergency Rental Assistance (ERA) over eviction. The Treasury Department announced new policies to reduce ERA processing delays by providing more explicit permission for grantees to rely on applicant’s self-certification without further documentation. As of July 31, state and local governments had disbursed just over 10 percent of the $46.5 billion in rental assistance authorized by Congress from December, Treasury Reported.
