White House Releases ARP Report; New Tool Available for Securing Funds


The American Rescue Plan (ARP) provided $350 billion to state, county, and local governments to promote pandemic recovery. The Biden Administration recently released an interim report, Advancing Equity Through the American Rescue Plan, on 32 ARP programs. Page 15 of the report lists ways to make future implementation more equitable, including “dedicated funding in cases where access to services is historically constrained” and “provisions that require community engagement, consultation, and transparency.”

Our partners at Community Change developed a new tool for advocates to secure ARP funds for housing. Use the tool to learn more about eligible ARP uses, including Housing Trust Funds, affordable housing development, legal aid, eviction prevention, and much more. Follow the step-by-step guide to figure out how much your local government is receiving in funds, how they are planning to spend the funds, and what decisions have already been made.

Federal Reserve Seeks Applicants for Community Advisory Board
The Federal Reserve Board is accepting applications from individuals who wish to be considered for the Community Advisory Council, which advises the Board on issues affecting consumers and communities. It is made up of a diverse group of experts and representatives of consumer and community development interests, including affordable housing, workforce development, small business, and asset and wealth building. Apply by June 10.

NACEDA Board Headed to El Paso for Retreat and Community Development Tour

NACEDA’s Board of Directors and staff participated in a retreat in El Paso, Texas to think ambitiously about the organization’s future through team-building activities and visioning exercises. We thank Boost Consulting for facilitating our retreat, the Texas Association of CDCs for acting as host, the City of El Paso’s Chief of Resilience for graciously welcoming us, and the community organizations that shared with us how they are increasing prosperity in El Paso’s communities. NACEDA Board in El Paso, TX
The local community development tour included a visit to the Blue Flame Building, a natural gas company building that was converted into 120 affordable apartments in addition to commercial and office space. We then met with the staff of La Mujer Obrera, which is dedicated to creating communities defined by women, organizing against injustice, and building alternative systems to uplift and nourish the community. ACafe Mayapán, we enjoyed traditional Mexican food while learning how the restaurant serves as an employment training center. At Project Vida, we learned about programs and services determined by their Community Congresses such as health clinics, affordable apartments, afterschool programs, and Best Buy Teen Tech Center.

Just Released! A Playbook for Rural Healthcare Partnerships


Build Healthy Places Network (BHPN) released A Playbook for New Rural Healthcare Partnership Models of Investments. This action-oriented guide is designed for healthcare organizations that want to partner with the local community and economic development organizations to create conditions that improve health in rural communities. The playbook shares case studies from all over the country and highlights core partnership strategies. It builds on the 2021 Community Economic Development & Healthcare Playbook that NACEDA and BHPN developed to create career pathways for residents in low-income neighborhoods and BIPOC communities.

Fannie Mae Launched the Sustainable Communities Innovation Challenge 2022 


The Sustainable Communities Innovation Challenge 2022 is a $5 million competition to identify innovative projects promoting racial equity in housing. The challenge will award deliverable-based, fee-for-service contracts to organizations that are implementing or scaling projects that address three barriers that disproportionately affect Black people on their housing journey: supply, funding, and credit.
